Technical Assistance Consultancy
for Conflict Prevention in Kosovo Project Implementation


Summary

CARE International in Kosovo through Conflict Prevention Project financed by European Commission Liaison Office to Kosovo would like to contract the services of an individual to assist CARE in analysis of the Early Waning System database that contains up-to-date and accurate information on key social and political events used for evaluation and monitoring of (potential or acute) conflicts and provision of systematic indications on its evolvement. As result of data analysis the consultant should develop reports that summarizes the events, analyses its root causes and proposes remedial action to prevent that the situation gets out of hand. The total number of reports that have to be produced is seven (7) starting from August 1st 2010 until September 30th 2011 thus in total of 14 (fourteen) months. The assignment is requiring extensive consultation with CARE’s Senior Management Team, ProPeace Platform as partner of the project, Kosovo Conflict Prevention Group a newly created local youth leadership network body and other stakeholders.

Background

The current specific context of the country, marked by particular socio-economic difficulties and with a continuing degree of post-conflict fragility at the social and political level that affects all areas of Kosovo society, the importance of developing an effective conflict prevention and mitigation strategy remains of particular significance.

Therefore, the Project overall objective is to promote sustainable peace by encouraging greater civil society leadership and political participation among Kosovo’s youth. The specific objective of the proposed action is to foster the creation of the Kosovo Conflict Prevention Group, an indigenous local youth leadership network body intended to both model and promote action and advocacy by youth for civil society networks and conflict prevention mechanisms.

Specific Objectives
  1. Support CARE International Kosovo, ProPeace Platform and Kosovo Conflict Prevention Group in establishing adequate mechanisms for Early Warning System analysis and reporting. Specifically:
    • Support Conflict Prevention in Kosovo project team in carrying out the analysis of the Early Warning System database
    • Address any shortfalls in terms of information required through desk or field research if necessary.
    • Support Conflict Prevention in Kosovo project team with producing regular Early Warning reports
    • Conduct information session for Conflict Prevention in Kosovo project team describing findings and recommendations for further actions
    • When necessary provide Conflict Prevention in Kosovo project team with training on information analysis with specific focus on increasing staff capacity in mapping conflict and analyzing developments of conflict.
  2. Support Conflict Prevention in Kosovo project team on technical issues that may arise during project implementation

Specific Outputs:
  • Produce 7 EWS reports within the respective timeframe of August 1st 2010 until September 30th 2011. The length of reports should be minimum 10 pages, while the format of the reporting will be agreed jointly with CARE.

Process of the consultancy

An introductory meeting will be held in CARE International Kosovo to review ToR and ensure full understanding is reached on the outputs. In addition all contractual agreements and conditions will be checked so that the consultant will be able to easily follow up the administrative procedures.

The consultant will carry out a desk review of project documents, including Project proposal, log frame, Early Warning System database etc. During this time, questions of clarification can be addressed to CARE Kosovo, ProPeace and Kosovo Conflict Prevention Group.

The consultant will be working out of home office. However, some field trips are envisaged when CARE Kosovo and/or ProPeace will provide travel logistics.

The consultant will produce draft reports every second month, which will be reviewed by CARE, ProPeace and Kosovo Conflict Prevention Group and other key stakeholders and returned to the consultant within 2 working days, with comments. The consultant will then produce a final report, as described in Terms of Reference. Based on the outputs/results of the evaluation, the consultant will draft recommendations which will guide him/her in the elaboration of a follow-up proposal within the next 7 days.

Logistics

CARE Kosovo will provide consultant with all relevant documents, computer, paper etc. When field trips are envisaged then transport will be provided as well.


Requirements
  1. Availability:
    1. Available for assignment work from 1st of August 2010 until September 30th 2011. The assignment will require at least 15 working days every second month.
  2. Profile Expert:
    1. At least 10 years of experience working in the conflict and post-conflict situations
    2. Specialist in field of Advocacy and Youth Work
    3. Excellent knowledge of political, social and economic landscape of Kosovo and the countries in the region
    4. Extensive experience in carrying out political, social and economical analysis
    5. Extensive experience in producing reports and publications especially in the field of conflict resolution, mitigation and prevention
    6. Excellent command of verbal and written English, Serbian and Albanian
    7. Participatory and interactive approach consultancy work
    8. Demonstrated effective interpersonal skills

Working Conditions

CARE will provide the consultant with transportation during field visits. CARE will provide the consultant with all necessary background information

Time Frame

It is intended that this work will take place over a maximum of 105 working days. The consultancy will begin on August 1st, 2010 and be completed no later than September 30th, 2011. The specific consultancy time frame, which will be periodic, will be agreed up on with CARE International Kosovo after the contract is signed.
